Hutchins was born on June 4, 1981, in Richmond, Virginia. He graduated from ECPI University with a bachelor's degree in 2012. His professional experience includes working as a consultant for Anthem Healthcare. Hutchins served in the United States Navy from 1999 to 2010 He also is a board member of the Virginia Beach Community Development Corporation.
